One stop centre karbi Anglong started function from 17th Feburary 2020 and till now we have registered 84 cases in karbi Anglong which has been either reffered from 181 women helpline and walking-in cases The One Stop Centre is the mainstay of the Sambal sub-scheme as well as of all activities at District level. The scheme of OSC is being implemented since 1st April, 2015 to provide integrated support and assistance to women affected by violence and in distress, both in private and public spaces under one roof and facilitate immediate, emergency and nonemergency access to a range of services including medical, legal, temporary shelter, police assistance, psychological and counselling support to fight against any forms of violence against women. OSCs will maintain the list of all Statutory Authorities under various legislations of the Ministry at State/ District Level and connect them on a need basis. It will also act as a link for Shakti Sadan for providing legal aid and psycho-social counseling to residents of the home through a common pool of professionals. The One Stop Centers shall be the main stay of the Ministry at District level for coordination and convergence with other initiatives under Nirbhaya Fund such as Women Helplines, Anti Human Trafficking Units (AHTUs), Women Help Desks (WHDs), and Special Fast Track Courts (SFTCs), District Legal Service Authority (DLSA) etc.
One Stop Centres (OSC) are intended to support women affected by violence, in private and public spaces, within the family, community and at the workplace.Women facing physical, sexual, emotional, psychological and economic abuse, irrespective of age, class, caste, education status, marital status, race and culture will be facilitated with support and redressal. Aggrieved women facing any kind of violence due to attempted sexual harassment, sexual assault, domestic violence, trafficking, honour-related crimes, acid attacks or witch-hunting who have reached out or been referred to the OSC will be provided with specialized services.
The objectives of the Scheme are:
To provide integrated support and assistance to women affected by violence, both in private and public spaces under one roof.
To facilitate immediate, emergency and non-emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women.
Type of services
Emergency Response and Rescue Services: OSC will provide rescue and referral services to the women affected by violence. For this, linkages will be developed with existing mechanisms such as National Health Mission (NHM), 108 services, and police (PCR Van) so that the woman affected by violence can either be rescued from the location and referred to the nearest 4 medical facilities (Public/ Private) or shelter home.
Medical assistance: Women affected by violence would be referred to the nearest hospital for medical aid/examination which would be undertaken as per the guidelines and protocols developed by the Ministry of Health and Family Welfare, Provision of the ambulance (if required) is provided.
Police assistance: Facilitate/Assist in filing First Information Report (FIR/NCR)is provided. A Police Officer to facilitate the process.
Psycho-social support/ counseling- Family counseling takes place at OSC centres
Legal aid/counselling
Shelter: The OSC will provide a temporary shelter facility to aggrieved women. For long term shelter requirements, arrangements will be made with Swadhar Greh/Short Stay Homes (managed/affiliated with government/NGO). Women affected by violence along with their children (girls of all ages and boys up to 8 years of age) can avail themselves.
Pradhan Mantri Matru Vandana Yojana, previously known as the Indira Gandhi Matritva Sahyog Yojana, is a maternity benefit program run by the government of India. It was originally launched in 2010. From 01.01.2017, this Maternity Benefit Programme is implementing in all the districts of the country in accordance with the provision of the National Food Security Act, 2013.
The scheme is implemented by the Ministry of Women and Child Development. Under PMMVY, a cash incentive of ₹ 5000/- provides directly in the account of Pregnant Women and Lactating Mothers (PW&LM) for first living child of the family subject to their fulfilling specific conditions relating to Maternal and Child Health. PMMVY is implementing through a centrally deployed Web Based MIS Software application (PMMVY.CAS.IN) and the focal point of implementation would be the Anganwadi Centre (AWC).
The District Hub for Empowerment of Women is meant to provide “ one stop convergent support services for empowering rural women with opportunities for skill development, employment, digital literacy, health and nutrition”. The scheme will provide an interface for rural women to approach the government for availing their entitlements and for empowering them through awareness generation, training and capacity building. DHEW act as a link between local Administrative, state government and Ministry of women and child Development for implementing women centric schemes and programme of the government.
The District Hub for Empowerment of Women (DHEW) will have a specialized team. The team will comprise of gender specialist, specialist for awareness generation & convergence, financial literacy and economic empowerment of women. The DHEW will have 3-4 staff for administrative work. The activities under Hew will be implemented up to the Gram Panchayat level and will be facilitated through District level hubs, which will serve as the focal points
